You're thinking of The Spongebob Movie (PC version). It's a click and point puzzle adventure game. It's not open world, but you do sneak into Squidward's house at the beginning to get toothpaste.

If you google battle for bikini bottom, you'll find the console version that got rehydrated in 2020. The version you want is the PC only version. Your best chance of finding it is on ebay or amazon, as it's a CD-ROM
I 1st played SpongeBob SquarePants SuperSponge then Creature From The Krusty Krab then Revenge Of The Flying Dutchman then Atlantis SquarePants then Boating Bash then Battle For Bikini Bottom Rehydrated but I did played the PC version of the 2003 Battle For Bikini Bottom but I couldn't get past Hall Of Arms I was stuck on there so I stopped playing it
