Oh, AWESOME, I used to have this version too! I LOVED the telephone, the pictures and music for every state, the way the evidence had the looks and clothing AND food and hobbies, and Wanda in Warrants:) I couldn't get enough of this OR the other with the woman Chief!
This game completely crashed on me when trying to issue a warrant for carmen sandiego. no matter how many times i reloaded. TY for bringing back memories and doing what I could never do.
How did you get this game to work? Are you using original 1990s hardware? My friends & I were able to get it somewhat working on VirtualBox, but half the sound doesn't work. How did you do this?
man you're lucky the game didn't rebel on you whenever you went to Boston with the music on (seriously my game plays show that if the Flee as a Clog bird song starts playing it just gets scratchy and I get a blue screen of potential doom) and I ended up with that annoying noise too
OMG yes I get that same shit too (it happens also when you hear the helicopter noise when both you're traveling by that without the music, OR when a helicopter chase happens in the game)! AND ANOTHER THING, I never can capture Ray Zarumpus on my game, can you?

I'm having a problem that when I get the dossier to popup, it goes up and down slowly. I dunno how to fix it

Same thing happened on all three of my older computers when I installed the game. It must be the music files that are corrupt with the disk I have.

Sorry I had to exit the game and reopen to get rid of that noise.
That noise is also what I experienced when playing this as a kid!!!
I really hope you can play other CS games...
