HK Police institution is the Only Govt institution that has not been deeply infiltrated by Foreign forces and agents. This is due to Strong Beliefs in Justice, professionalism and Ethics as well as Discipline. This is what is completely missing in the Civilian Government Institutions where its bureaucratic, lack of accountability and processes driven instead of Objective and delivery performance driven. The Brits know the Structure of the Institution too well and has deeply corrupted and sabotaged it. You would need drastic reforms and clean up with Proper accountability systems set up for it to change from its present form and nature. Institutional structure reform also need to be carried out to improve the system. Judiciary is another mountain that needs to be cleaned up. Western judiciary system is Profit based as the one with the most money wins just by able to Get the best lawyer as Weapons.
