They have to be okay with missing the top 4, like Chelsea had to do to come out the other end. They need new top players, but those kind of players want UCL football and so might want guarantees about any punishments for the 115 charges. If that included relegation or a massive points deduction both this season and next equalling no UCL then what top players will even want to go to City, except for a big pay day?
