I believe your measurements are wrong somewhere. Based on the pattern I drafted and remeasured multiple times, along with the measurements given in the video; it appears to be the length of the sleeve. Just based on the visual comparison between the space you've cut the armpit section out of and the sleeve piece, it isn't possible for the length to be 30cm. If the armpit cut out is only 13cm and the length of the entire sleeve piece is visibly not more than double that section, it would be more likely that the length of the sleeve piece would be around 21cm. So should sleeve pieces be 46cm x 21cm instead?
I wish I knew the length of the required elastic for the neckline..considering I would also like for this to be worn as an off the shoulder frock too.For the arm elastic,it is easier to use your wrist or measurements you find online for children at different ages,but the neckline that can also extend as an off the shoulder is trickier.
Just use longer elastic so it's not as gathered and will drop off the shoulders. Get the child to put it on and only cut the elastic when you're happy with where the sleeves sit! Easy!

Someone made a comment about the 30 cm being for a long sleeve.Yea..I cut out the pattern to be on the safe side because I don't have a lot of fabric and can't afford to waste...so maybe cut a pattern first if you can't afford to waste fabric.

Its the estimated measurement around the shoulder of a kid 3-5yrs, if your child is with you, you can measure around her shoulder and that is the size of the elastic for the shoulder ☺️
