The man works for "seven shillings a week" - and that house, tv, and radio that he gets are his Shangri-La: "Too scared to think about how insecure you are." "You're in your place and you know where you are." - Kinks often made social commentary with their lyrics.
no the tv set and radio cost him 7 shillings a week to rent, Arthur was a carpet fitetr so spent his whole life on his knees one way or another

The word post in musical context means after. So pretty much yes, this and anything that came after the punk era is post punk

You should definitely check out the rest of the album that Shangri-La was part of, it has more of what you liked about this one. Arthur (Or the Decline and Fall if the British Empire) basically tells the story of the titular Arthur, a fictional working-class British man, and more broadly the story of post-war Britain. In particular check out the final song, "Arthur" which pretty much summarizes Arthur's story, though all the songs on it are fantastic and well worth the listen if you can.

Might I suggest Mr. Big Man by the Kinks from the Sleepwalker album
Song is about mental health issues. A cry for help and how he couldn't speak to anyone. He took his life a year after this was written. Maybe today he would have gotten the help he needed. He may very well been with us today. After he died the band carried on and changed their name to do New Order. The rest is history
You have good taste in music.
But you missed the point of Shangri-la. It's about a working class guy in Britain and how the most he could achieve in life (due to Britain's class system) is owning a totally average and boring house and how he can't do anything more with his life.
You should have your own copy of "Unknown Pleasures". Enough said.

The "Shangri La" is what the government tells him he has....he's just a working class shlub who bought into the dream that never was. "He just can't get any higher" refers to the class system, not his "wealth".
