@@TheProductReviewer there is on huawei watch 3, found out after i questioned here. With smartwatch active, double tap crown button to see all opened apps. (and by the way, if you use crown to close app, it will only "minimize", if you scroll left to right on screen, it closes app).
Swipe to the left and scroll down to the settings on your voice assistant tile and toggle on the voice over there. Of course you of to toggle on the volume as well in your general settings

Not as far as I know. There is no such feature as on the Galaxy Watch 4 or Apple watch
