The second one looks like it's not the belly though which is more expensive, I forget the structure exactly but chu-toro, o-toro, and toro. I forget which is which for toro and o-toro but chu-toro is like the part of the belly that's not as fat. Anyways it's probably more iron taste/less buttery so he didn't like it much better, first is bad quality and second is maybe not the BEST cut for just eating by itself, plus it could very well have been less fresh if they got good/bad luck with the cheap and expensive one respectively
