Since the new update Siri will not read my sister voicemail out loud. My sister is blind and depends on Siri to read her voicemail for her but Siri keeps telling her she can’t do that. How can I fix this?

Hi, it sounds like he would need to use voiceover. Enable voiceover by going to settings, General, Accessibility, Voice-over, and then turn voiceover on. Phone will be operated differently when using voice-over, he can touch anywhere on the screen to find an item, then lift and double-tap with one finger to open or activate, or he can swipe left or right with one finger until he hears the item he wants, and then double-tap with one finger to open or activate item. To answer your question, once voice-over is on, he can just double-tap anywhere on the screen with two fingers when the phone is ringing to answer the call, double tapping with two fingers while in the call, will end the call
How I wish I could reach you on facebook or messenger to have a more personal interaction and exchange of views concerning Iphone accessibility. I am from the Philippines and totally blind as well.
