Ba Sing Se was left in chaos at the end of season 3. Theft during the time frame isn't just going to be poor people stealing from the rich. It's going to be awful people taking advantage of the lack of order as well.
Kuvira has been busy trying to restore order to the earth kingdom during that time while the Avatar has been away. Kuvira, like all of Korra's villains, are doing the right thing or believe the right thing until it's taken too far.

I'm not saying the Earth Kingdom doesn't need a leader or serious help. But someone conquering town after town isn't the way to do it. I think people give Kuvira a pass because she's attractive. But if someone lookin like Ozai was doing the exact same thing everyone would immediately call him out as a villain. The cognitive bias is real. Kuvira isn't really conquering them for what is seems. They honestly seem to be joining up as there are no viable alternatives for long term stability.

So there's alot of stuff that they don't spell out at the start of this season, but it makes sense when you think about it.
Basically after the Red Lotus killed the Earth Queen, the Earth Kingdom sorta fell into chaos and disarray (not just in Ba-sing-se).
The Earth-Kingdom already seemingly divided as is with sub-Kingdoms like Omashu existing under their own rule.
Point-is the Red Lotus basically incited rebellion and so more crime/bandits would begin to pop-up all over the place as well as the Kingdom sorta breaking back up into seperate states.
So Kuvira has basically been taking advantage of the weakened situation all these individual states and areas have been forced into in-order to gain control of them in attempts to unify them again under one nation.
Originally she was seemingly tasked to do this FOR the Earth Kingdom/royalty against Su-Yins wishes (remember she didn't like the royalty either) but obviously something seems off with Kuvira.

From Kuvira's "political" standpoint, I do get it. Her goal is to reunite the Earth Kingdom, so she kinda has to get people on board with her or else they'd all still be running their own show. And handing out free military and ressources without the promise of them joining her would be pretty expensive and possibly a waste of time.
Also, no one is checking in on her. The Earth Kingdom fell into complete chaos and anarchy thanks to the Red Lotus, so it's first come, first served when it comes to power and authority.
I think that Bolin didn't just help them anyway because he didn't hear the conversation and only heard that they were told to get the hell out, though.

At the same time, if she had just been willing to help the Earth Kingdom could have come together in a more peaceful way and Kuvira still would have been in a position to usurp the throne and rule it as Wu is completely useless. But she doesn't care about the Earth Kingdom. She's no different than Long Feng and just wants power for herself.

If she truly just wanted to help or create a stable earth kingdom/states what she SHOULD have done is set up some sort of trade agreement. Say Kuvira controls one area of the earth kingdom liberated from some tyrant mayor or whatever. So now she has military might but is missing resources.
-> Okay this state has issues with bandits.
-> I have the military to handle it.
-> I am in need of resources that this state has
-> Lets make a trade agreement in which we offer military help in exchange for some of their resources.
Instead Kuvira refuses to give ANY help at all unless the state goes under her total and complete control. She fully could find a way to both help the state while not losing all her resources but instead because she wanted power and ultimate control she went for whatever the fuck she did this episode

I think this is one of the cases where Bryke's lack of political understanding rears its head. For an imperial state, like the earth kingdom, what Kuvira is doing is morally neutral. China, after all, has long had the phrase - "What has long been united must divide, what has long been divided must unite." The people who wrote this show likely couldn't get their heads outside of the political system they live in, that being the united states, and understand that, on a municipal level, the system has been set up to support imperial rule and, from a socio-economic standpoint, the people in that situation would hope for and expect a strong leader to unite the earth kingdom.
We have to remember that, in universe, the earth kingdom had been united under a conqueror before. Imperial rule is the status quo.

The ending of last season really broke Korra mentally....in case you guys didnt realize all of past three seasons of Korra took place only within a few months or so....Korra had immense pride and confidence about being the Avatar and she truly believed she could be a great Avatar but look at her experiences...in first season she lost to Amon who took away her bending which she was so traumatised by that she was contemplating killing herself because her entire identity revoved around being the Avatar...just few months after that Unalaq manipulated Korra to let Vaatu loose and got Raava snatched away from her and lost all connections to the past avatars...and that is a super hard thing to lose...she might be really feeling guilty because of that...and just few weeks from then Zahir and his crew took out world leaders and nearly killed her....she was so destroyed to see herself fail over and over again and this time to such a degree that she couldnt even walk...all her pride and self confidence just went down a gutter for a person who considered herself to be an immense physically powerful bender....and then she got PTSD...i would be depressed too if i were her thinking about her immense failures as Avatar...and in last season finale...Air Nation stood up and started helping people in need and doing the job that Avatar has to do while she wallowed away in self pity thinking that the world doesnt even needs the Avatar anymore

This is the first episode in which Meelo is seen with hair.
The earthbenders surfing on rocks during their attack on Kuvira's train is similar to how the Southern Water Tribe rebels began their attack in "Night of a Thousand Stars".
This is Kai's last speaking role in the series.

A lot of fans think Kuvira sent the bandits but I honestly don't think this is the case as she has no competitor. Kuvira and her army are the only option that can provide 24/7 security unlike the airbenders who are stretched thin despite there being only a few provinces left to help. Kuvira is also the only person who is able to give out a permanent food supply while the airbenders were struggling to get food shipments as they relied only on charitable donations while Kuvira has access to farms from across all the provinces under her control.
She could honestly just wait it out as the province would eventually capitulate to her and her terms since they needed long term stability which only Kuvira could provide at the time.

      @@endofaneraoutnow3473
The thing is that she did not need to do that because the airbenders can't provide a stable food supply or long term security to deter the bandits.
Think about it after the bandits took their food shipment they were unable to replace it by requesting for another one meanwhile if a similar thing happened to Kuvira she could easily just call in another shipment after dealing with the bandits. There was no guarantee of a stable food supply with the airbenders especially when Kuvira controls most of the farmland in the EK.
They would have ended up joining her even if the airbenders got that food shipment to them as Kuvira was the only option for long term stability.

Heartbreaking to see Korra's transformation from seasons 1 though 4. Her eyes... so much sadness and despair as the story progresses :(
Here eyes no longer shimmer after everything she went though they become more dull and pale
Since the first episode korras identity centered around her being the avatar
She grew up isolated from the main stream of society and was told that she was to keep balance throughout the world
Amon threatened to take her bending
Unalauq severed her connection to past lives
And zaheer wanted to break the avatar cycle
All these conflicts especially zaheer made her wonder if the world even needed an avatar anymore
At the end of season three she is in a wheelchair broken and crippled traumatized and questioning her existence
And then her respected mentor says don’t worry my people will maintain balance we don’t need you to do anything but feel better
But this only confirms her deepest fears

some people have a theory that Kuvira had been paying the bandits under the table to create more problems for the villages in the years between season 3 and 4 so that she could have more of an outward "reason" to go forward with her earth empire. it would make sense given the chaos of the power vacuum that the queen's murder left behind. regardless, i think it's safe to assume that the bandits were sort of decentralized/disorganized and motivated by the economic inequality that had become the status quo in the earth kingdom; i don't think it's just one group (the "mad max" group) or another, i think there are just a lot of people who are generally dissatisfied with the way things are there -- understandably so.

Just to clarify, Bolin and Kuvira most definitely have helped people, just in a much more organized manner that requires unification from groups for pretty understandable reasons. Wouldn't expect a country to pay for an independent province, so for her to be willing to clean up their mess, she requires that province to integrate into the greater union. The whole Earth kingdom was dealing with rampant banditry, chaos, infighting, and lack of civilization (barbarism), and it was mostly Kuvira who dealt with them, so I'm still not the biggest fan of all the Bolin hate or Kuvira hate this early on, at this point both him and Kuvira are pretty justified.
It's also safe to say that even during the days of the Earth Queen, those mad max bandits were not "Robin Hood" or all good, but probably both stole from the rich and poor and gave to the poor depending on the individual bandit. But on the whole, I'm sure banditry effected both the poor and rich, especially after the queen died, so it was probably very widespread and normal for poor villages to be affected by bandits, hence the need for a central government.

The new bandits matter is not confusing if you remember these words: "New growth cannot exist without the destruction of the old." "Exactly. The natural order is disorder." "Together, we'll forge a world without kings or queens, without nations or borders...where a man's allegiance is to himself and those he loves." Anarchy. This is what Zaheer and the Red Lotus always wanted. And the Earth Kingdom is in it's strong grip.

Also them bandits with their intelligence gathering...able to pinpoint a shipment of food being moved in via air and intercept it with a plane and a guy skilled enough to fight off trained airbenders. Such resources and training these bandits have these days...almost like they weren't bandits at all. But who could have known that airbenders would try to fix the problem? Who even knew that airbenders were there? Oh right, the person who met them at the train station and knew they were the last lifeline the region had.

The more I've read about historic Chinese dynasties, the more the power dynamics of this season make sense to me. With the murder of the Earth Queen and the collapse of that already tottering government -- as you note, Prince Wu is an overblown courtier with no military wisdom and without much redeeming value at this point -- the Earth Kingdom clearly fell into communities of farmers and merchants struggling to survive against banditry, and former-military or martially-trained bandits and warlords stealing both to survive and enrich their own personal wealth. (Look at the period of the Han Dynasty, for example, and what happened when it fell apart.)
Kuvira saw the chaos that sprung up in the vacuum left by the fall of the monarchy, and saw that without a strong centralized authority and significant military power it would rapidly become worse. Zaheer's belief that the "natural order" would be better was very, very clearly flawed. Moreover, the Air Nomads, while useful in resolving small local situations, could not consistently stay around a single locale to ensure it remained pacified. Kuvira's demands for proclaimed loyalty, her technological edge (as provided by Varrick), and her strong corps of martially-trained and loyal benders was capable of bringing order -- regimented and martial though it might be -- back to the chaotic states of the fallen Earth Kingdom.
Don't get me wrong, Kuvira's definitely still the antagonist in this situation -- but as a villain, she has understandable motivations. They may be rather appalling to our Westernized perspective, but I think the they do make some subjective sense -- especially in the absence of the Avatar providing any alternative with harmony, peace, and proper balance.

It's been a ride. Korra, Book 4!! I love the new Airbenders!
Opal growing up in Zaofu a gymnast/acrobat and aerialist really added to her elegance as an Airbender. The same we can see with Kuvira's impressive yet stylish metal-bending and athleticism. A power vacuum was left after Zaheer's success at bringing down Ba Sing Se's structure, leading to Kuvira. She believe she's doing "good", but she's forcing her military and militant and fascist ways on to those in need and poor people in exchange for food & water (basic things _everyone_ should have access to) and loyalty which is not 'good' nor 'helpful' no matter how some see it - her intent vs methods don't align. A bit extremist and dictator energy. A lot different from Zaofu where she grew up.
Uniting the Earth Kingdom, yes, but after generations of what the Earth Kingdom has been through, this militant approach ain't the way. If your initial solution to helping people in need of food & water and stable housing is to conquer them then you're already going in with the wrong mindset. Things can be done differently in helping repair the Earth Kingdom and its people; we need a Jinora.
A nice detail about the OST this Book: the drum patterns in Kuvira's theme resembles the power of high-speed maglev trains and give off an industrial-militant vibe. Fitting for a skilled woman that oozes dominance & authority.
Korra's been through a lot, give her some time. Girl has been traumatized since Book 1, and in the finale of Book 3 had to fight off poison to keep from dying while preventing the Avatar State to not end the cycle.. then had to go into the Avatar State to keep herself alive in battle. Her muscle tone and mass has even gotten smaller from depression and recovery. She deserves a vacay and some self care, and soul searching.
Always enjoying your reactions and discussions from ATLA to LOK!

He could just not be there but then he’d be even less helpful and he would no longer have any place in the plot as a character tbh 😅 they had to put him somewhere and getting conned by Kuvira is very fitting.
