    Shame it's a total failure, convergence didn't happen, divergence has. 15 countries currently don't meet one or both of the criteria of max 60% debt to GDP and max 3% deficits, the two notable ones being Italy and France. Bernard Connolly's book The Rotten Heart of Europe predicted the problems but it's a poltical currency as admitted to in 2002 by Romano Prodi.and who subsequently said that the growth and stability pact was 'stupid'
