That line scanning across the screen was the Smart Image demo screen which is used when the monitor is in shops for display. You probably only needed to press and hold the Menu or the SmartImage button for 20 seconds and the monitor would have come out of the demo mode and the buttons would have become useful. While I cannot be certain without seeing the monitor first hand, it appeared that the monitor was stuck in the demo mode and that was all that needed to be fixed.

usually you dont need to change any IC, just hold the left button tof 5 seconds to switch off the image scanning
