I am from Sweden and I cannot think of any reason to be "offended" by this. There is a BIG difference between funny stereotypes and actual racism. Racism is things like giving certain races less rights and treating them as less important, whereas this video is just casual humour.
The Swedish Chef came about because Jim Henson was listening to a tape "How to speak Mock Swedish" for hours on end. And he found it to be utterly hilarious.
This actually sounds closer to Swedish than all the other Swedish Chef skits.
