The subtitles are Chinese characters printed backwards. Most Chinese television programs have "subtitled" captioned characters...mostly for viewers who speak Cantonese when the tv show dialogue is spoken in Mandarin than for those hard of hearing. Mr Henson probably got a copy of rolling subtitled captions from a Chinese tv show to re-use for the Swedish Chef's translation

This was the second of two pilots. The first was a Valentine special with Mia Farrow as the token human, and had Henson voicing a character named Wally as the host, and included the Koozbanian mating ritual they reused in season 1.
This one had Henson voicing Nigel as the host, who was changed to the pit conductor and voiced by John Lovelady in his few speaking parts when it was decided thatHenson should just stick with Kermit as the leader.

I am from Sweden and I cannot think of any reason to be "offended" by this.
There is a BIG difference between funny stereotypes and actual racism.
Racism is things like giving certain races less rights and treating them as less important, whereas this video is just casual humour.

The Swedish Chef came about because Jim Henson was listening to a tape "How to speak Mock Swedish" for hours on end. And he found it to be utterly hilarious.
