Bill Belichick of all people. Ray Lewis was the second first-round pick of the new Baltimore Ravens in 1996, which was a pick they got via a trade. But that trade had been made back before the franchise moved from Cleveland to Baltimore - in fact, back in 1995 when the Browns traded their first round pick to the 49ers in exchange for the 49ers' first round pick (plus some later-round ones) in 1996. This ended up being the #26 pick where, now as the Baltimore Ravens, they selected Ray Lewis. (and although Bill Belichick was "only" the HC for the Browns, as far as I know the trade with the 49ers was made by him.)
That's like saying Brett Favre threw the most interceptions, Albert Pujols grounded into the most double plays, or Martin Brodeur accumulated the most losses. You have to play a long time to rack up those stats, and a lot of the folks that play a long time end up in the Hall of Fame because you've (mostly) got to play well to play a long time. It is pretty cool that they're tied though
