The AI can’t usually doesn’t annex land in peace deals, and all the countries only own their capitals, so when they capitulate, they’re just left with their capitals. Jir Mirza clearly manually annexed a few countries several times, but left out Indonesia til the end. But you can tell they went down when their non capital land flipped back to No Man’s land.
