She has an incredible amount of awareness, she often wears the color white, and who better to watch over Ruby her entire life than a guardian. Now, a lot of people may have missed this line, but I think it's important. In the Giggle, when the toymaker is boasting after the doctors challenge him to a game, he says he shrank the guardians of time into voodoo dolls. Now much of what the toymaker did was reversed when he was banished from existence like charlie no longer being a marionette. Who's to say that's why they didn't stop the time war, and now are back? Another thing, maybe Mrs. Flood isn't just the white guardian, but also the black guardian. She seems lovely in Church on Ruby Road, and the rooftop scene of Empire of Death, but in 73 yards and Legend of Ruby Sunday she give off abrasive or rude vibes. The episodes where she's nice she is wearing white, in the episodes she is rude, she is wearing darker clothes. I think Ms Flood is ‘The Boss’ referred to by the Meep and Rogue… Maestro is god of music Toymaker is god of games Trickster is god of tricks Flood is god of stories The characters serving ‘the boss’ don’t actually know Ms Floods intentions… but essentially they are amusing themselves and the other gods by controlling the doctors story… Flood keeps introducing new plot points and new stories (like a love interest in the form of rogue, returning characters thanks to the meep - I know ms flood wasn’t in the specials, but assuming she IS the boss then she was referenced)… could also explain the appearance of the Shalka doctor and the disregard for any kind of canon or continuity. Flood can break the fourth wall and has seen all these other stories that exist outside the main timeline. The return of old villain sutekh also makes more sense… the memory TARDIS is practically made up of stories. Looking ahead, it could be a cool way to explain why Varada Seth’s is now the companion… the god of stories is just recasting! Doubt it… but a few ideas!
I'm kind of hoping that the same RTD who put the Shalka Doctor on our screens and gave us a Star Beast adaptation is doing a deeper lore pull. I think it'd be fun if she's Iris Wildthyme. I also recently read the 8th Doctor book "The City of the Dead", which has a mysterious and powerful character called Mrs. Flood, so that'd be a massively obscure but really cool reveal. Of course, the other obvious answer is that she's simply the God of Water
I think the biggest clue as to who Mrs Flood is the one thing everyone seems to be ignoring, she didn’t know that the police box was a Tardis and she didn’t know who The Doctor was a part from being a Time Lord.

If she knew who the Doctor was, then she would immediately assume that the magically appearing police box was a Tardis, but as she hasn’t met the Doctor before she didn’t know that the police box was a Tardis until it dematerialised (which is what I was saying originally).

Ada an Missy both had the same reaction after holding the doctors hand, so Ada was definitely a hiding timelord with memory loss 1n 1893. ' Never seen a Tardis before. Ada was blind in 'the crimson horror ' that is why mrs Flood only recognized policebox as the Tardis after it made the Tardis sound when departing infront of her. And Ada killed it when she was not looking, because she was blind. And she is somehow connected to Missy, because the 3 things mrs Flood says on the snowy rooftop are words said by Missy: ruthles(ly), the traveler in time and space -quote and night night.
Great video and theories. The only random thought I had that is probably way off base is the following. In the Flux storyline, Time is depicted as a sentient force, capable of taking on a physical form and communicating. Is Russell bringing that back as we know he wants to validate the stories etc from the Chibnall era. But I think it will have probably something to do with Susan and Rani...as you said the names are being dropped in episodes.
Idk could Mrs. Flood be the reason for everything that has been happening since "the salt" episode after which magical things have been happening. Since her first fourth wall break i have been thinking she could be somekind of "great narrator" or goddes of stories kind of being, who got bored or something and wanted to have fun by messing up the world/the doctor and causing these events. The line "i had such plans" kind of would match that, and the plans were other fancy way of having fun at the cost of the doctor's time. Or then she has something against the doctor and this is kind of "long revenge". Maybe she is someone from the doctor's forgotten past, if not a god.

The idea that she could be river"s daughter is certainly plausible. Which could make her Susan"s mother. I hope not, it's pretty messed around for no good reason. Personally, I still think black guardian if she is anyone the doctor has met before. Even that has holes though, so she may well be new but not the baddie of the finale.

Mrs Flood is a re-embodiment of Angie Watts that emerged from Dimensions in Time, a fevered dream the Doctor was having. A facet of the Doctor himself emerged into reality when the Doctor blew the mind of the Matrix. Giving rise to the entity which has been known as the Valeyard who became the Master of the Land of Fiction and the god of all stories with his power enhanced and his knowledge of the Timeless Child returned he realised that he didn't need the Doctor's future regenerations as he had an unlimited number himself. Taking on the guise of an elderly Angie Watts she came to Earth in hiding until she crossed paths with the Doctor again. Formerly known as the Dreamlord she is now the quirky antagonist of the Doctor Who universe.
I've theorized that Mrs. Flood is Susan as well. The only reason I may hold back on that is because it's not the original actress, who had shown interest in coming back to play the role. If she had come back though, there could be a passing of the torch by showing her regenerate into Mrs. Flood.
with sutek being attached to the tardis maybe he needed a 3rd party to set up these scenarios to lure the doctor and ruby into a trap knowing that the persuit to find rubys mother would always bring them to where they need to be.
I like the idea of Susan being Mrs Flood. The Doctor never actually gets to interact directly with her. Maybe that's by design. Maybe Susan could be The Boss, who has an interest in two-hearted beings. The subject of abandonment is a big theme also.
PLOT TWIST: MRS. FLOOD IS RUSSELL T. DAVIES! The one who has such great plans, but can't always make them happen (seriously, even Disney has their limits), the one who puts the Doctor in terrible danger and relishes in it. I think with all this god pantheon angle, yhis can be used to substantiate what the doctor exactly is. I think mrs.flood could be janus, a god of TIME, CHANGE, AND TRANSITION. Potentially parent of the doctor. Seeing he came from another dimension that tells me that there are others like him. The doctor has always showed amazing feets of special powers you haven't seen from other timelords. Like slowing down time to walk through that fan in the first series, being able to see others' memories and have others look at his . Psychic paper. Being able to heal injuries with regeneration energy, which also implies that any substantial injuries that wont result in death hes able to heal. Transfer memories to all of his lives to save gallefry etc. I tgink this or something along the lines of it can help the series
I completely forgot until I saw this, but The Rani does have an established history of wearing same clothing as the Doctor's companions, because she pretended to be Mel for awhile after the seventh doctor regenerated.
I'm convinced that it's Susan who because of the Doctor's god hood is a sort of a demi god herself. She also has had dealings with other gods in the time between her travels with the doctor and now. How many Millennia older must she be now.
Ah I just had a thought, she's Jenny. The doctor's daughter and maybe just maybe Susan's mother. Except she went in search of the doctor or something else and found the pantheon instead. I mean the doctor hints Susan is from his future meaning she travelled back to be with her grandfather but for what reason? Honestly, I'm really tired of all the ''Gods''. Back when Sarah Jane Adventures introduced the Trickster, the Pantheon was very mysterious and scary as a concept, but the Maestro and Sutekh don't live up to former standards, in my opinion. As much as I enjoyed Maestro, I feel like Russel relies too heavily on the ''it's a god, idk, deal with it'' explanation for the superpowered world bending characters. When we first learnt that this new era would be more ''supernatural or fantastical'' after the sprinkling of salt or whatever, I was excited, but in series 14 every time (except 73 Yards) the explanation for the supernatural is ''it's a god of [insert specialisation]''. So if Mrs. Flood turns out to be yet another god, it's going to be very disappointing to me. It's feels lazy on Russel's part. If, on the other hand, she turns out to be Susan or Fake Susan or Rani or Missy, that I would find very exciting. I am hoping :D Edit: Final thought: I just want less 1 dimensional gods and more stuff like the fairies from Torchwood heh.
Adipose, you forgot about one theory. What if she is something like 2nd regeneration of Lumiat or cannonised Lumiat? I know it's Big Finish (probably not cannon to the TV/Disney series), but... It suits Lumiat (good Master) personality soo well. After the story with Missy, Lumiat fells to the Earth, while regenerating and she decide to regenerate into nice, kind, funny, sweet (but still misterious) old lady, who have aura of "grandma" or "old auntie" or just "nice old lady, from neightborhood.". Remember that she knows about Doctor's companions, due to Master's memories, she was obsessed with finding The Doctor and joining him (what suit with wearing like Doctor's past companions and people he meet before + Missy had umbrella too) and she was in Doctor's TARDIS before as Missy. And... you know, Mistress/Misses Flood/Missy. Coincidence? I don't think so. If I will meet this actress myself during playing Miss. Flood, I will ask her if she is Lumiat?
There's a strong argument for Big Finish being 'cannon' because in 'Night of the Doctor', Paul McGann's Doctor name-checks some of his Big Finish companions before he regenerates.

If she knew who the Doctor was, then she would immediately assume that the magically appearing police box was a Tardis, but as she hasn’t met the Doctor before she didn’t know that the police box was a Tardis until it dematerialised (which is what I was saying originally).
I love the idea that IF it is Susan she is now bitter towards the doctor and potentially even hates him and could be an antagonist. rather than acting like everything's fine after he abandoned her for so long.

Mrs Flood is Ada Gillyflower From Crimson Horror . Ada an Missy both had the same reaction after holding the doctors hand, so Ada was definitely a hiding timelord with memory loss 1n 1893. Ada was blind in 'the crimson horror ' that is why mrs Flood only recognized policebox as the Tardis after it made the Tardis sound when departing infront of her. Great video and theories. The only random thought I had that is probably way off base is the following.
In the Flux storyline, Time is depicted as a sentient force, capable of taking on a physical form and communicating. Is Russell bringing that back as we know he wants to validate the stories etc from the Chibnall era.
But I think it will have probably something to do with Susan and Rani...as you said the names are being dropped in episodes.

Idk could Mrs. Flood be the reason for everything that has been happening since "the salt" episode after which magical things have been happening. Since her first fourth wall break i have been thinking she could be somekind of "great narrator" or goddes of stories kind of being, who got bored or something and wanted to have fun by messing up the world/the doctor and causing these events. The line "i had such plans" kind of would match that, and the plans were other fancy way of having fun at the cost of the doctor's time.
Or then she has something against the doctor and this is kind of "long revenge". Maybe she is someone from the doctor's forgotten past, if not a god.

I've theorized that Mrs. Flood is Susan as well. The only reason I may hold back on that is because it's not the original actress, who had shown interest in coming back to play the role. If she had come back though, there could be a passing of the torch by showing her regenerate into Mrs. Flood.

I like the idea of Susan being Mrs Flood. The Doctor never actually gets to interact directly with her. Maybe that's by design. Maybe Susan could be The Boss, who has an interest in two-hearted beings. The subject of abandonment is a big theme also.

I think with all this god pantheon angle, yhis can be used to substantiate what the doctor exactly is. I think mrs.flood could be janus, a god of TIME, CHANGE, AND TRANSITION. Potentially parent of the doctor. Seeing he came from another dimension that tells me that there are others like him. The doctor has always showed amazing feets of special powers you haven't seen from other timelords. Like slowing down time to walk through that fan in the first series, being able to see others' memories and have others look at his . Psychic paper. Being able to heal injuries with regeneration energy, which also implies that any substantial injuries that wont result in death hes able to heal. Transfer memories to all of his lives to save gallefry etc.

I completely forgot until I saw this, but The Rani does have an established history of wearing same clothing as the Doctor's companions, because she pretended to be Mel for awhile after the seventh doctor regenerated.

I mean the doctor hints Susan is from his future meaning she travelled back to be with her grandfather but for what reason? I mean if she came up with the acronym for TARDIS then she must have travelled through time somehow. Maybe manipulating events either against or in service of her mother. Anyway i'm waffling.

2) Mrs Flood is the mother of the Timeless Child (and knows full well The Master is the Timeess Child, not the Doctor)
Honestly, I'm really tired of all the ''Gods''. Back when Sarah Jane Adventures introduced the Trickster, the Pantheon was very mysterious and scary as a concept, but the Maestro and Sutekh don't live up to former standards, in my opinion. As much as I enjoyed Maestro, I feel like Russel relies too heavily on the ''it's a god, idk, deal with it'' explanation for the superpowered world bending characters. When we first learnt that this new era would be more ''supernatural or fantastical'' after the sprinkling of salt or whatever, I was excited, but in series 14 every time (except 73 Yards) the explanation for the supernatural is ''it's a god of [insert specialisation]''. So if Mrs. Flood turns out to be yet another god, it's going to be very disappointing to me. It's feels lazy on Russel's part. If, on the other hand, she turns out to be Susan or Fake Susan or Rani or Missy, that I would find very exciting. I am hoping :D
Edit: Final thought: I just want less 1 dimensional gods and more stuff like the fairies from Torchwood heh.

Adipose, you forgot about one theory. What if she is something like 2nd regeneration of Lumiat or cannonised Lumiat? I know it's Big Finish (probably not cannon to the TV/Disney series), but... It suits Lumiat (good Master) personality soo well. After the story with Missy, Lumiat fells to the Earth, while regenerating and she decide to regenerate into nice, kind, funny, sweet (but still misterious) old lady, who have aura of "grandma" or "old auntie" or just "nice old lady, from neightborhood.". Remember that she knows about Doctor's companions, due to Master's memories, she was obsessed with finding The Doctor and joining him (what suit with wearing like Doctor's past companions and people he meet before + Missy had umbrella too) and she was in Doctor's TARDIS before as Missy. And... you know, Mistress/Misses Flood/Missy. Coincidence? I don't think so. If I will meet this actress myself during playing Miss. Flood, I will ask her if she is Lumiat?
There's a strong argument for Big Finish being 'cannon' because in 'Night of the Doctor', Paul McGann's Doctor name-checks some of his Big Finish companions before he regenerates.

And after hearing missy tell capapdi she was the woman in the shop which we all know got me thinking tho. Watch it back Clara never once recognises missy as the woman in the shop. And also when missy impersonates the line “best number in the universe love” line she does it in a kinda east end cockney accent. A accent similar to mrs flood. Got me thinking as we don’t know the master regeneration order what if mars flood is the master and came after John simm and then becomes missy. Or something around the lines. I’d like to wager a guess that she is the white guardian and that she is purposely passing herself off as human to look out for The Doctor and Ruby as she may know that something terrible is on the way which is what I am hoping will be the case in season 2 and I think this might lead into us seeing the black guardian come back or finally see whoever it is that Mrs Flood as The White Guardian is keeping The Doctor and Ruby safe from.
