Well, I guess lots of trash bags hasn’t been collected yet on the day, so they were just laying around. Plus the weather the night before was quite temperamental, so some of the stuff was carried here and there by the wind. I was also recently surprised a lot to learn that foxes contribute a lot to this problem, ransacking trash bags in search for food. Probably less of a problem for Oxford St., but I see foxes quite a lot in West London, so sounds plausible.
