The only unification between Spain and France that I would accept would be for France to become a monarchy again with King Philip VI of Spain as king of France. I also add to the conditions that this union was a dual monarchy, as was the Austro-Hungarian Empire, obviously it would be a federal state and the French regional cultures that are currently discriminated against would have to be recognized.
