Just refunded the game. Got the error this morning IN LOBBY. Dont have time or patients to wait for a fix and should have to fix anything myself. Never had this with 40+ other games on this rig.
I got it to work! I did your steps first, then deleted the game, then deleted all files on my pc related to cod. Then reinstalled the game, and it worked. But in that order. I tried everything else. I hope this helps someone.

Salve, eu estava com o mesmo erro. Tinha feito de tudo, bios, CMD, regedit e painel da nvidea e nada resolveu. O que solucionou no meu caso foi formatar o pc e instalar o win 10 pro (eu estava com o 11 Pro 24h2)

Have you tried reverting to an older version of the graphics driver? Did you upgrade to Windows 11? It could also be one of your in-game settings; try lowering some of the resolution or using other settings, for your sharpening?

probably steam overlay, it can be disabled seems like it always happens while in safe house after a mission and i've literally triggered it by hitting my overlay hotkey, twice.. though sometimes i happens while simply conversing with a character or reading a document or whatever. Gonna try disabling the overlay, i guess. right click on Game - Properties - General - "Enable Steam Overlay While in Game."
Yes, this bug is very frustrating, and there could be multiple reasons why it occurs. It's hard to believe that they released a game that was not ready.
Bro yeah I've literally updated/re-downloaded my drivers. Verified and repaired. Restarted my pc a billion times. Cleared up storage. Un-installed and reinstalled. It's so dumb.

The only solution for me was to format the PC for Win10 22H2. I spent 1 week trying everything.

Where is this on steam tho
Open Steam, go to 'Parameters', then to 'Game Settings', and finally, you will find it in the 'Overlay Settings'.

Don’t forget to update graphics card drivers, that solved it for me.
