It’s a lower velocity, you don’t produce as much punch with a heavier glove. Also I think the machine measures kinetic energy which is 1/2 mv^2 Either way the lost speed makes it less powerful.
Density matters too though. That's why it doesn't hurt when a sponge hits you, whether it's slow or fast. Part of what makes the gloves work and be able to absorb is the sparsity. Now, there are formulas that I'm not smart enough to know that will tell us the end affect that the glove has on the punch thrown. Is it net 0, is it more force or less? I don't know.

A gloved fist spreads the punch impact over a greater surface area than a bare fist and the punch machine will calculate the strike differently and a 16oz glove will add weight and assuming he was wearing wraps (which he should be) it will keep your hand tighter and keep your wrist more rigid which will change the contact. Its the punch equivalent of doing a bicep curl as a full body exercise. He is compensating.
