One of the main hold ups is the issuance of the SPS number. This number has to be issued before the shipment of the goods leaves report of the departure. With the booking spaces being difficult to obtain, Any hold up on the issuing of the number causes a lot of problems and slows thing down especially with long transits. Be much better to allow the shipment to go ahead without the SPS and as long as the number is issued prior to arrival this would speed things up immeasureably
