I'd define PE to be BKE in burst mode but permanently and slightly weaker overall. BKE in burst mode does tremendous damage but regain those 100 sp you will feel kinda weak where PE always give you the treatment. Very satisfied for both
I agree with your observation. PE really did not powercrept BKE. For me, they are just the same in terms of producing insane dmg. For me, PE's only slight advantage is her burst damage directed on the Nihilus Seeds which can save more time in the battlefield.
Here is the BKE vs PE in theory, while in practice you've seen it there. I'll put the good and bad thing for both and then compare them using the 2. If you wanna discuss one of them in detail just reply me. BKE: ✓Jizo advantage ✓ higher damage out put ✓ has better SP regen X very weapon dependent X ultimate dependent X if no Dante you'd better invest in TP. PE: ✓ her advantage on imaginary bosses is kinda extreme ✓ faster damage which makes her better on MA ✓ can proc retaliation without being attacked by the enemy ✓ Indispensible X very weapon dependent X kinda loses to other physical valkyries if no imaginary type Now, that being said BKE is better against BIO bosses like Jizo and Senti while PE is better against IMG type enemies. In abyss BKE still is better in cases when none of them has an advantage like the Fu Hua boss, where Elysia should be used, but if you don't have her bow fully geared BKE is better than fully geared PE or f2p bow Elysia. PE in exchange is better in MA because the bosses there are squishier and it doesn't matter how much damage you have, it matters how fast you can apply it, and that's why Delta can one shot half of the bosses there and is better than Elysia there. And PE has more damage in the first 5 seconds than BKE which can be used in MA only against Jizo Mitama. But i recomand PE because she is indispensible. She cannot be replaced with other valkyrie against IMG type unlike QUA in 2019 where A rank Seele was better than S rank Seele because of the introduction of 11th Leitourgia. But every other IMG types are suports, so they'll perform much more worse than Dudu. Meanwhile BKE can be replaced by TP as a f2p option in Red Lotus and below. Im still very surprised and happy when i got her on dorm (i remember i was a returne and I forgot about the account and it was very bad, so when i got enough crystals i just said "fuck it anything is probably good"). I was lucky enough to had come around when abyss flower was paired with spina astrea's weapon. I got both in the first ten pull (i got rita's weapon again in a single pull on that banner, and on griseos weapon banner.) i now have both girls and they are my best dps (still need one for lightning and ice). Tldr: i got BKE and abyss flower so shes now my most powerful (basically only) physical dps.

In my opinion, if you have PE, no need to pull for BKE. They are almost similar in physical damage output. PE's slight advantages are: having 2 forms and her Ultimate can directly damage Nihilus Seeds which can shorten your time in battles.

Pull for PE on expansion supply or BKE in adv supply?
Both are awesome physical Valks but if you don't have a strong IMG Valk you can pull for PE.
