You don't need the CPU to be at 100% to have a CPU bottleneck... It's clearly a CPU bottleneck, Counter Strike 2 is more CPU intensive and less GPU intensive, with a i7-13700K you could get 100% usage of the RX 6600, in all other AAA games the RX 660 is at 100% usage with the R5 5500 because they are GPU bound.
r5 5500+rx6800xt in higher preset and 960p resolution have less than 120fps average, but in bechmarks people have 300+fps with same specs and settings, what the broblem it could be who know?

Es por el procesador, yo lo usaba con una 3060ti y pasaba lo mismo, cuando le puse el 5800x3d la GPU pasó de a 90 a 99% de su uso

Ovo nije realan fps. Ja sa 2700x imam 200fps nonstop. Botovi ili snimanje kvati fps.
