Yes this drummer is useing duoble pedals.this is a pedal that has a swing arm on it for one base drum,or two. if you look closly the left side has no beater atached to the pedal.he is just moving that foot on the pedal not hitting any thing.
People dont take in consideration that this genre(Dark Rock) originates from Germany actually and not Finnland. HIM werent the first to sound like this just check out Dreadful Shadows and Secret Discovery.

Actually Lacrimosa is German/Switzerland(same shit) and they play Orchestral Metal.
