The housebuilders have built up massive land banks and they are also stockpiling planning permissions. What they have not been doing is building houses! They have been deliberately restricting housebuilding numbers in order to maintain the prices of new houses. In the process, they have largely destroyed the housebuilding workforce, so there is no way for anyone to increase the supply of new houses.
