It would turn into a useable item.
Sadly it's actually slower to kill the dragon with that glitch unless you get crazy lucky. You also can't use it in Any% Glitchless, which is the speedrun that most people do.
It was probably a glitch and mojang knew about it but couldn't be bothered to patch it so they said is was intentional game design edit: this message was phrased terribly

The Shulker dupe isn't a glitch, it's a feature intended to help players get ahold of shells easier. You can check the changelogs for the 1.17 snapshots and it'll show when the feature was added.
10:17 there is a similar glitch in bedrock where eating something while u go through a portal can sometimes do the same thing. This glitch still exists and lets u travel to the bedrock farlands quite easy
I can't believe that rail/carpet duping is still a thing in the latest versions. I remember when the original rail glitch got patched in 1.9, I made sure to dupe like a dozen double chests worth of rails before updating lol
Ah back then on Xbox 360 edition (Forgot the version) there was a duplication glitch where mining a full block and immediately placing it and mining it again would give you a 'ghost' block all you needed to do was grab that block and craft it into the ingots :')) Simply duping the block.
