In practice, the debt ceiling has never been reduced, even though the public debt itself may have reduced.

By lifting the debt limit is that taking the brakes off on spending. In my world if you want to save money you rein in spending and pay the bills promptly and save that interest and that just keeps snowballing and it doesn't take long before you break even and hopefully you learned your lesson and don't borrow more than you can pay back. Limit that payback to one fiscal year and you'll have a stable economy and a prosperous country. Slow steady growth is the answer.

...there is no fixing this, there is only "shock absorption" which prevents a total collapse, it allows for restructure pivots over and over and over again until you wind up with something completely and totally new, and different.
