To explain the eyeshadow thing. The FDA has a really old set of rules and guidelines on what can be used in cosmetics and what not and how it can be used. Some eyeshadows may contain pressed pigments. One of the main ones is I believe Red Lake 40 which is made from crushed bugs. And it's apparently one of the best red pigments out there. These pigments are forbidden to be used in cosmetics around the eye in America. But are totally tested legal and approved for use over here by the EU. So brands will still release these eyeshadow palettes with these fine prints as to not scare EU customers who are fine. But have compliant packaging for American shops. Instead of creating different packaging for different laws.
As a side note these pigments are safe. The worst they can do is stain the eye or cause irritation to very sensitive eyes. Expecially if the consumer is rubbing their eye quite harshly to get the stain off. Which will eventually come off after a couple of face washes. On me it usually comes off by the next day. I don't have to do much.
In fact I remember hearing Jen Luv talk about this fact when the company colourpop got a lawsuit because someone used one of their not eye safe products on their eyes without knowing. And the argument was that the warning wasn't visible enough. The lawsuit got dropped because the consumer didn't experice any significant damage to be anything of value.
Again these pigments don't really have that many serious side effects apart from mild irritation. Nobody has gone blind because of them as far as I know. It's that the FDA hasn't done any updated testing. Despite over here in the EU we proved they're totally fine to be used.

There are some things the FDA has banned that they need to go over again. I remember roughly when the law that affects Kinder Eggs was passed, because Wonderballs disappeared from stores one day when I was four or five years old. A law designed to “protect” me from a non-issue that made me sad. We raise an eyebrow at some of the things the EU bans, then turn a blind eye to the even stupider bans our country has done.
Edit: I looked again, and apparently Wonderballs disappeared for unrelated reasons. The law was passed in the 1990s, and the “candy in chocolate shell” version I grew up with popped up when in April of 2000. Not sure where it went, but my point about the ban on this still stands; we put warnings of choking hazards on toys, but putting them on candy that contains toys is too much work, apparently???

Yeahhh the FDA is super underfunded and understaffed & they use FAR more manpower to regulate pharmaceuticals than they do on food and cosmetics. Its not uncommon for proposed changes to regulations to be "under review" for over 20 years before they make a decision.

Damien, my man! I think it was the order of the tips (25%, 20%, 30%, 15%) that the user was griping about. If you usually give the first (lowest) option, you might give more than you thought. Also, there might've been something funky about the percentages, I've seen the companies put bogus numbers there, to give themselves a little raise.

For the "Eye Area" thing - that's due to the pigments used and how they are categorized per country. There was a recent Huda Beauty palette that in the US said this but didn't say this in the UK where all the colors are deemed eye safe. The US FDA is SUPER BEHIND a lot of other countries on a lot of things that are considered safe. And based on the colors - most of those are probably just likely to stain.
"Not intended for use in X area" just means it's prone to staining - you'll be fine. It's not dangerous in most cases. At worst it means the pigments are potentially staining or irritating. They basically just have to put that there to avoid liability if you use it on your eyes. But there are people who use lipstick on their eyes and that also says "Not intended for the eye area" - so you're probably fine OP. That's not even Asshole design, that's standard design really that the warnings are small and hard to read lol especially on mkaeup packaging.

In fact eyeshadows have the same pigments in them just with binders. Pigments can just get into your eyes and irritate them. So you can still use them, but the palette should be labled a bit better, like with an asterisk next to the pigments so you aremore aware of it.

If you stop for a moment and think about all the features the software has (audio and graphics settings etc) you'll probably be able to see 90% of the permissions they ask for. For probably more than half of those entries, these would most likely be illegal in the EU, so I'm kind of grateful that they set up pretty strict rules for certain stuff (especially cookies and accepting ToS). And about forced ads/apps on phones (and smart TVs): that's one major reason why you should try to get one with android that's close to stock and not too modified by the manufacturer/carrier. Our new smart TV came with the default Google launcher that started showing huge ads for shows on streaming services (you don't have) after an update about a year ago. Well, since it's android, I could simply side-load an alternative launcher, and now the home screen is ad free and only shows the apps we use.
