Fix for Unresponsive Matrix 9 UI

Shows to fix the Matrix 9 unresponsive user interface by creating a firewall rule in Windows 11 that prevents Matrix from making an outbound network call. The same procedure can be followed in Windows 10 and other previous versions of windows compatible with Matrix 9.
