I think they were recalling memories from when America was a colony until present. And then that part at the end. The present America and England were comforting England's past self with America saying "I got you, Arthur" and England smiling gently at him; past England cries because he had a lonely childhood and then now he's not alone anymore so... excuse me while I sob grossly and watch the vid again *rushes away*
