No, the whole process is interwoven, you don't need to get admission into any school before applying for GCUB. let me explain! GCUB is a coalition of 54-58 federal Universities scattered across different regions (N, S, W & E) in Brazil, with their HQ in Brasilia. As part of their strategy to foster Bilateral relationship with some countries, they offer scholarships to students from such countries. what this means is that, the Universities, 54-58 are already listed under GCUB platform, from there you can select the one you are interested in and your preferred course too. Again, when the selection is done by the school, the Uni will send the list back to GCUB, and after coalition, GCUB will then publish it.
