I worked as a call representative for NJ EZ Pass for 3 years, I tell you that not a day went by when someone called acting up and refused to get off the phone unless those violation administrative fees were gone. If you hang up on someone then you are fired automatically unless you are a lead, supervisor, other privileged class in there or are favored/connected. Situations like this involved looking at the picture and a supervisor would probably definitely take off both toll and the administrative fee. I imagine something like this would demand a memo going out on desks explaining what to do when someone claims that their plate was copied. In my mind, I always wanted to tell people to simply cover up license plates to prevent having to go through the EZ Pass letter violation process but the calls were recorded and I didn't know how quality assurance and supervisors would react.
I live in California, and once a year I drive cross country to Maine, and all the tolling agencies take months to send a bill, sometimes they want late fees, or when I pay it, it charges my credit card but doesn't apply it to the bill. Then I have to send them a copy of my credit card statement via certified mail to prove I did pay it. I tried signing up for EZ Pass but they switched me from the NY Thruway Authority with no monthly fee to the Port Authority with a monthly fee. It's always something. The bureaucratic incompetence is worse than California, but at least we don't have many tolls. I didn't mind paying cash, but cashless tolling is a nightmare to contend with after a road trip. Next time, I'm avoiding all tolls, even if it takes me an extra day.

It gets taken out of your credit card/bank acct. no more cash. if a person has a car that does not have an EZ Pass Module and drives through the toll, the Toll/Bill is sent via US postal mail, by license plate number. However, it's a little more expensive than using an EZ Pass, since extra cost is now incurred when billed by mail. But a person like this who is committing a fraudulent act would prefer to alter their license plate and not be charged either via plate and or EZ Pass. If you frequent tolls on a regular basis. it's smart just to get the EZ Pass Module, since it will be more cost beneficial.
If criminals aren't punished for their crimes, they will only be bolder and crazier next time. Plus, it is such an easy case to crack. Simply adding the license plate in the "wanted" list to raise an alarm and have the police chase it down.

Guys ima telling you getting a shade plate cover or a plate that smokes out the first three letters is a must cops can pull you over for it but to them it looks shady but the camera angles and glass blurry it shade plates you drop before it flashes on put it back up after and they will never know unless they see you stay woke my friends haven’t paid tools or sledding tickets in 3 years
