There are shelters everywhere in SA johannesburg, Cape Town ,PE, Durban , the homeless don't want to live in shelters cos there are rules and curfew so they choose to live on the streets
It I'd mind-boggling that these NGO's are fighting for people to be allowed to live in squalor on the streets of Cape Town.
