If backup or auto sync is on, files will be uploaded in Google photos whenever phone have access to wifi connection. You can access those photos from your Google photos from other PC

Looks like you are using an account provided by any school or organization. They have restricted it
Try to open settings then apps then click google drive then let it allow when you see something says block make it allow
