No but it is necessary to get the Agnolia region into the green economic status. Normally you can achieve this through a trade deal with Valgsland, but they don't trade with a capitalist.
You could get your dictator constitution past the assembly if you water it down enough to comfort the conservatives. But you need 6 votes in the supreme court. The only way to get those is to bribe Justice Garaci. With money or you promise him the Chief justice position. Even if you don't keep your promise, it is technically still corruption. So a bit of it is necessary to do a dictator run.
@@_unfailbar Please do a playthrough like this. I can pass my constitution through the Assembly but I never get the Court. I get moderates and that other guy by offering him the Chief Justice position but it never passes. I stop playing because I get bored by that.

Are the economic and budget decisions necessary? I played the game and you can easily get the support of the National Front Party and the reformers but the Conservatives are the problem. If that is so theoretically I could just go full capitalist right? I might change some infrastructure things but I want to reform education whilst increasing the budget and decrease the military budget whilst making the country open to energy imports (The economic review I got basically gave me the best result I ever had as before I was well into recession and this time I was getting out.). My point is that could I be nice to Bluds, go crazy capitalist on the economy and be generally non-corrupt (I just need to get it through the Courts if we do not need the Conservatives. How much collusion would I need to do?)?

Is there a way to 1) make a more democratic constitution, 2) reform the constitution as the Bluds want, 3) get help from both blocs and 4) win the war on your own? I’m mostly unsure if you can solo the war while also balancing the economy and the party to get all the reforms through.

I can answer that, in the new version when you trade with wehlen, the lespia offers you a very bad deal, so there is no point going there
