A flattened seventh (if there were such a thing) is a ' 6 ' ---- and if it were flattened it would have a 'b' before it, that's convention, the international way;; a '9' chord contains the ' 7th ' -- so there's no need to write ' 7 ' ;; it's important to call chords by their proper name, otherwise it causes confusion.....'consternation'.

I've never heard of a '7 9' chord (and I've been playing guitar for 45 years) ---- '6 9' chord, yes, but never a '7 9'.
