Look at his stats, especially YPA, completion percentage, and the fact that, during their Super Bowl dynasty years, the Packers were more of a passing team than running team. It was Starr. He wasn't flashy, but he did what it took to win. His post-season record is astonishing.
Depends on who you talk too. For many he was overrated due to the Lombardi presence. But Lombardi never played in the NFL. Starr did it under Lombardi's leadership. Coach Lombardi didn't put Starr as the team leader on a whim. He earned it. HOF all time great.
