He was the late monarch's most important advisor between 1990 and 1999, during the divorces of three of her children and Diana's death.

Just a quick correction: Robert Fellowes was Baron Fellowes of Shotesham in Norfolk and a member of the House of Lords until 2022.
He was "Lord Fellowes", not "Lord Robert Fellowes". Forenames are not part of a substantive title. If he had been the son of an earl or duke, he would have been entitled to call himself by the courtesy title of "Lord Robert Fellowes" (but he wasn't).
[Hence we have Lord Colin Campbell, Lord Peter Wimsey, Lady Diana Spencer, Lady Elizabeth Bowes-Lyon but Lord Beaverbrook, Lord Reith, Lord Snowdon, Lord Salisbury, Lord Lucan).
