I think you misspoke. Blue horizontal axis is the static pressure and the yellow vertical is the fan CFM.

so why does the fan curve "dip" between around 1400 and 1800 CFM? Say you are continuously closing off a damper starting from fully open, the backpressure increases while flow decreases, then at some point the backpressure decreases yet flow still decreases, then it starts increasing again?
