Looking through the comments, there are a lot of debates between what this ray is. Obviously it is not a manta ray, however I don't think it is a Southern Ray either (Dasyatis americana). The reason I say this is because the range does not match. Heron Island is located right off of Australia while the Southern Ray range is pretty much limited to the North American east coast down to Brazil. I do agree that this looks like a whiptail stingray (Dasyatidae). As to which species, I would probably say a Pink Whipray (Himantura fai). I am still a bit unsure due to coloration.

When I was 10, I went swimming one day and saw a couple of dead ones in 4 feet of water. I thought they were alive and went back to the lifeguard to tell him there are stingrays out there. He laughed and told me they went out and killed them first thing in the morning. I didn’t go back in. lol

It's a Stingray. You can clearly see the spike on its tail at 0:46, and less clearly at 0:32 & 0:42. It's a member of the Whiptailed Stingray family, and usually called a Southern Ray.
It’s DEFINITELY a Lemon shark (Negaprion). It’s the only shark found in those waters with a second dorsal (rear) fin that’s almost as big as the first dorsal and it’s one of a only a few that will damn near beach itself chasing a meal (they are very common in shallow water). Threshers (Alopias) look nothing like this one.
