Those strobe structures on the beach are artificially constructed stone Groynes. The stone were looking very small from up above in the drone shots. But they are big stones weighing 6 to 10 tons each. They protect the shoreline from coastal erosion and help building additional beach in between the Groynes. They were placed particularly to protect the coastal Highway.
