I believe that most a times, these drivers are used to driving these buses almost empty with no passengers ... So these buses are easy to control .... Whe they load the bus with students or even other staff to the brim the bus becomes too heavy to control... So these drivers assume that they are still in their empty bus not knowing that they are heavy ... Hence they find themselves unable to rescue and control the bus in case an apt tricky incident face them.
Possible solution
These university busses be involved in full transportation of staff and students.... So that the drives get used to heavy weights
