Hey there! I also dealt with this enemy for the Voidskimmer gas bags. What I recommend is a wunderbuss with lighting strike bullets (IV) to get some easy damage in. A carbine with teleport bullets helps too as to compensate for the horrible terrain. Blight spreader with fire and oil bullets helped me a lot to clear out all the extra enemies around. Finally, I recommend something like Third Eye with lightning strike bullets and crit powders or Polaris with the same thing. What you need to keep an eye on is the buildings around you so you don't get caught. I added ground creating power to my earlier mentioned carbine so I could get away and heal. It will take awhile but it is doable! I hope this helps :)
Load out: Blightspreader with oil and fire lvl 20, Third Eye with fire and lightning crit powder and grounding oil powder, refined carbine with faster summon ground on teleport bullets with lightning strike in the other slot, Polaris with fire and lightning in addition to crit, faster, and area of effect powder, finally two refined Wunderbusses with fire and lightning. Unfortunately, it is hard to use a cannon against it since you have to keep moving and it will charge at you.
