I would teach it Rest but in this Gold/Silver run, it would be less effective as no items are allowed. I understand where you're coming from though, as it would've helped me here as her Pokémon only really had Psychic/Confusion types moves. Against the tougher Gym Leaders it would be less effective.
This video shows why Pokémon Stadium gyms have other types of Pokemon beyond their gym’s type. It’s too easy to wall them out otherwise so the developers wanted to make it more challenging
True. We see this more in Round 2. Trainers that specialise in say Water type Pokémon, will tend to bring a Flying or a Ground type Pokémon along with them to defend there Water types from negative type match ups.

@PokeRush415 this is something that the developers will NEVER get there hands on doing nowadays.
