I've driven to Legazpi City, many times since 1995. Once only to the Japanese made road to Daet, CamNorte and the rest to the forever corrupted or poorly managed Maharlika Hway entering from Tagkawayan and hitting Sipocot at the end. That hi-way has never been constructed or fixed to provide convenience to travelers. I'm just frustrated seeing many areas, always in bad condition. You can easily notice sub-standard materials and poor quality workmanship. In just less than a year many areas just recently fixed, already have unrepairable cracks. Never once you can drive through it without stopping or really slowing down. Can anyone from the DPWH or its contractors get some advice from the Japanese OEDF people who did the CAMNORTE route. They'll probably tell them not to corrupt the budget, buy quality materials, and do the job with pride. So you don't have to do it every year.
