I'm sure you've seen that that kind of high standard of self-accountability does exist in certain cultures in real life. Heck, as a member of the US Air Force, I was taught that one of the Air Force's core cultural values is to act with integrity, even when you know that no one's around to watch you or hold you accountable. I see Byakuya's behavior as a matter of strongly enforced self-discipline, although possibly misguided, given his particular circumstances.
