It is a 3M sticker that needs to be removed. So far the only thing that worked is some rubber wheels that you use with a hand held drill. The first attempt worked well but the second area removed some paint. Whether using heat or these rubber wheels, slow and steady seem to work best.

Dawn dish soap, warm water and elbow grease with make those wheels look like new. Try some Goo Gone for the tar.

Have you tried gasoline to clean up the tar. Or wax and grease remover prepsol
got a decals wheel from a paint shop going to try and remove the same will let you know how i make out 1987 g 20 i am fixing for summer
