Chuck Billy as the chief, hell yeah! IMO he is the Godfather of the New Wave of Thrash Metal, if not one of them. Without Testament, we never would've had a thrash metal scene like this one.
I kinda agree with your statement. When Testament released Formation of Damnation in 2008, the retrothrash revival scene was exploding like crazy.... They were indeed the key figures from the veteran thrash returnees. 2008 was crazy; Toxic Holocaust, Gama Bomb, Bonded By Blood, Warbringer, , SSS, Avenger Of Blood,... The only other big key thrash lead figures that year were Metallica (Death Magnetic), Death Angel (killing season), Destruction (devolution), Tankard (thirst), Cavalera Conspiracy (Inflikted),... But.... something sparked the 2007 thrash revivalists (Municipal Waste, Evile, Skeletonwitch, Violator, Lich King, Hyades....I wonder who sparked the fire that exploded the barrell.... must have either been these guys' albums from 2007; Overkill, Machine Head, Exodus, Overkill, Onslaught,... andd these from 2006; Slayer, Sodom, Tankard,.... hmmmmmm

If anyone of the Old Guard inspired the young guys, that'd be Exodus with "Tempo ...", but I don't think it's that. The neo-thrash movements was already going at that time, even though slowly.
Tasty Riffs, boys. I'm an old timer and the one thing Thrash always brought (besides great break downs) was Riff-Heavy songs. Most bands struggle for 1 or 2. Thrash is a baker's dozen every song. Good stuff! Spirits ALIVE
