I bought the storm island DLC but this car is locked. How do I unlock it.

Story time with jack. My dad had an old ford prob gt, and there is one highway in America that cops don't go on because there is nothing to hide behind. My dad gets up to 120mph apparently before he backs off. So my dad went away right, and left the keys to his Prob GT with his friends, Kurt had an Mitsubishi Evo 7 and Chris had a suby Impreza. My dad came back in 2 weeks, his friend confessed that they'd been fighting over his car all 14 days. Even my grandma, who said that the car was pointless and was too powerful (if such a thing existed), ended up taking his car and leaving him with her little Nissan R34. Yyeeaahh, I'm just gonna say she had a GT-R R34 and took the Prob.
