Technically, they reused Emerl's theme. This is the Phi's theme, which mimics a part of Emerls theme but also adds some robotic noises from the metal depot theme. Which is a neat touch, since the Phi's were basically copies of Emerl made by Eggman.

I was always keeping my ears open when fighting the random Phis. If one starts making clanging metal sounds when you hit it, watch out- it’s using Gamma’s moveset and WILL blow up in your face like he does when it gets KOed.

So the weird thing for me was I didn't know this was the original theme and non-aggression was the remix. I actually played and beat Sonic Advance 3 before going back and getting Sonic battle...that I didn't know existed before I bought 3 It was weird but I still like both versions. I think I do like non-aggression a bit more though but this still rocks
I mean, the numbers of the e-series have been borked since the beggining: E-101 Beta, E-102 Gamma, etc. This stems from the first robot of the series to be classified as E-100 Alpha, although everyone, even the game he appears in, calls him Zero.

I have the ultra heal skill. Fills health and Ichigoro almost fully between enemy respawns.

The serial number means that the Phis' were created before Omega, who is E-123. Eggman had Emerl for a long time before sonic heroes.
